It can be. A lower-level fireplace has a longer flue, and it sits in the part of the house where air pressure works against draft, so it is more prone to smoke spilling at start-up. The longer flue also takes more time to sweep and inspect. Warming the flue first, by holding a lit roll of newspaper up by the damper for a minute, usually gets it drafting.
